Subscription Services & Technical Assistance
One membership. Structured navigation. Measurable outcomes.
Veterans and their families routinely face a fragmented ecosystem: multiple agencies, duplicative paperwork, inconsistent guidance, and limited rural access. A subscription model provides predictable access, standardized workflows, and accountability — a national digital backbone with localized activation when hands-on help is required.
For Veterans & Families
Four tiers, equitable on-ramps
Tiered access aligns cost-to-serve with intensity while keeping meaningful navigation — and an upgrade path — at every level. Members include veterans and eligible dependents (spouse and dependents under 21), with first responders served where the network can render services.
Tier 1 · Scout Access
Entry
Orientation, resource navigation, group education, and basic referral routing — delivered through the national virtual backbone.
Tier 2 · Navigator Plus
Standard
Everything in Scout Access, plus case check-ins, claims support within program limits, and expanded referrals — virtual with limited local activation.
Tier 3 · Guardian Family
Family
Adds gated app and podcast access, emotional-support-animal (ESA) support included, and limited structural housing modifications — virtual plus local activation.
Tier 4 · VAPE Unlimited Premium
Premium
Unlimited access, the premium Veterans Action Plan for Empowerment (VAPE), relocation support, and full execution lanes — with priority local delivery for high-need cases.
Compliance, non-negotiable
Claims representation is performed only by appropriately accredited representatives; coaching that is not representation is clearly labeled. Consent-to-share workflows and minimum-necessary data practices protect every member.
Quality assured
Documented SOPs, escalation protocols, periodic case-file reviews, and vetted partners held to service-level expectations with feedback loops.
Outcomes tracked
Claim readiness, reduced homelessness risk, legal preparedness, survivor benefit uptake, and VAPE plan execution — measured monthly, quarterly, and annually against the VI-PAR framework.
For Organizations
Technical assistance that builds capacity, not dependence
Enterprise & nonprofit consulting
Consulting and referral services for nonprofit and social-enterprise development — formation lanes, governance, SOP libraries, funding stacks, and KPI scorecards drawn from the Boot Camp template pack.
Sponsorship program development
Discovery-led sponsorship building on the Clarity Scan method — clarify your property, audience, and activations; differentiate with market valuation instead of gold/silver/bronze grids; launch with outreach that asks about the sponsor’s goals first.
Digital & data builds
Through Net-WIRCing Solutions: referral-routing systems, accessible websites and apps, CRM and case workflows, and VI-PAR-aligned dashboards — contracted B2B, priced to sustain the mission.
The collaboration framework
Join the Network
How organizations join the E-Force Multiplier Network
The E-Force Multiplier Network is the consortium’s formal partner fabric: providers, agencies, employers, and funders bound by MOUs, shared performance expectations, and closed-loop referrals.
Step 1 — Discovery conversation
A structured intake of your organization’s mission, services, capacity, and what you need from the network — the same onboarding pathway established in the EEC/LCDC overview and onboarding framework.
Step 2 — MOU and performance expectations
Partnership as infrastructure: a memorandum of understanding with defined referral lanes, service-level expectations, data-sharing consent protocols, and feedback loops.
Step 3 — Referral integration
Your intake connects to the consortium’s referral tracker; warm hand-offs are coordinated through CAPE, and closed-loop confirmation is targeted within 14 days.
Step 4 — Quarterly review and growth
Partner performance is reviewed quarterly alongside the consortium scorecard; strong partners gain co-branded outreach, event slots, and priority lanes in the sponsorship and procurement pipeline.
Companies Who Care4Veterans
Sponsorship that underwrites visible impact
The consortium’s blended revenue model has three legs: subscriptions fund predictable operating costs and core navigation; grants and sponsorships underwrite high-need pathways — housing stabilization, legal readiness, rural outreach, ESA support; and Net-WIRCing B2B consulting scales expertise while diversifying revenue.
Sponsors join the Companies Who Care4Veterans pipeline — 2026 targets call for twelve corporate sign-ons — with sponsorships and procurement partnerships built through discovery, not rate cards: we ask about your goals first and build the proposal with you.
What sponsors underwrite
- M-TOC deployments — a branded front-door event in your community.
- Boot Camp scholarships for high-barrier, high-readiness applicants.
- Guardian Family benefits: ESA support and housing modifications.
- Rural outreach clinics and partner office hours by parish hub.
Predictable access. Standardized workflows. Real accountability.
Whether you are one veteran or a network of providers, the consortium’s services are built to meet you — and to measure what happens next.
